Environmental Engineer – in a chemical plant The Environmental Engineer will primarily focus on coordinating the air programs and provide subject matter expertise for air permitting and regulatory compliance for two chemical plants. The position will have additional environmental responsibilities in other environmental compliance areas, such as water, waste, and remediation programs. Job Specification: Accountabilities: 1.) Develop and maintenance of systems for environmental compliance. 2.) Submission of required regulatory reports, accurately and on time. 3.) Investigate accidents, releases, and incidents. 4.) Ensure that proper procedures and permits are communicated and followed. Key Responsibilities: 1.) Provide technical support to ensure compliance with air regulations and permits. 2.) Prepare air permit applications and negotiate conditions that ensure both efficient plant operation and regulatory compliance. 3.) Maintain strong working knowledge of federal, state and local regulations and federal permitting programs such as PSD, NSR, non-attainment, Title V, and operating permitting. 4.) Gather & prepare records and reports such as Tier II, TRI, Compliance Assurance, and Title V certification & air emissions inventory. 5.) Implement technical measurements, monitoring, and/or emission estimates of all air emission sources, including emissions testing (stack testing, performance testing, opacity testing), and complete required reporting. 6.) Implement Responsible Care Management System prescribed by the American Chemistry Council. 7.) Communication of compliance requirements and policies to management and employees. 8.) Lead in agency inspections (Local, State, and Federal). 9.) Provide support to Manufacturing. 10.) Obtain agency authorizations (Permitting). 11.) Submission of required regulatory reports (Title V Deviation Report, Annual Emissions Inventory, Annual Waste Summary, DMR’s, etc.). 12.) Communication with environmental agencies concerning environmental compliance issues. 13.) Scoping / management of compliance management projects. 14.) Management of remediation programs. 15.) Development and maintenance of compliance systems. 16.) Work with government and industry groups to development responsible laws and regulations. 17.) Ensure that environmental considerations are included in strategic planning. 18.) Investigation of releases and environmental incidents. Requirements: 1.) B.S. degree in Chemical or Environmental Engineering. 2.) 10+ years of Environmental compliance experience in the chemical industry. 3.) Knowledge and understanding of environmental regulations (TSCA, Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, etc.). 4.) Knowledge of emissions control systems. 5.) Expertise in management of consultants. 6.) Understanding of management system models and requirements. 7.) Knowledge of soil and ground water remediation techniques. 8.)
