Leads the agency’s environmental assessment functions; provides environmental information, advice and recommendations in support of agency plans and decisions. Acts as technical lead in complex data analysis and water quality modeling projects. Maintains a comprehensive assessment of regional environmental conditions.

EXAMPLES OF DUTIES:

  • Maintain comprehensive overview of regional environmental conditions from MCES and other sources. Assess and analyze agency environmental monitoring data and other sources of information.
  • Report information verbally and in writing, including regular monthly water quality summaries; semi-annual and annual water quality summaries; periodic special reports; and immediate analyses of specific issues and questions as needed. Provide other information and special analyses as requested
  • Lead cross-functional, inter-disciplinary team to provide watershed/river modeling expertise to support/frame the agency's environmental decisions and modeling assistance to local governments.
  • Provide watershed/river expertise to the agency, advising the agency of techniques for water resources management and applying those techniques. Determine total maximum daily load for streams or rivers for use by the agency in setting capital improvement programs for wastewater treatment plants or management practices for watersheds, developing environmental management policies, or to assist local governments in meeting state requirements for impaired waters. Represent the agency as a technical expert on state task forces or inter-agency teams.
  • Make recommendations for improving modeling tools and techniques and analytical techniques; coordinate with representatives from EQA and MCES business units on data sharing, standards, and technology; coordinate with external agencies and organizations involved in water assessment and modeling. Provide technical guidance to staff on GIS, modeling and spatial analysis.
  • Assess current and ongoing monitoring, data collection, management and reporting systems and procedures for adequacy in supporting the agency's mission; make recommendations to improve systems and processes; serve as a technical expert on agency and inter-agency teams.
  • Provide guidance to staff on developing and documenting standard operating procedures for the collection and review of data; provide field support for monitoring activities on a non-routine basis (e.g. field audits, special problems, staff training etc.).
  • Reports information to the MCES Executive Team, the Council and its committees, and other organizations as requested.
Education/Experience:
Master's degree in Environmental Science, Water or Natural Resources Management, Chemistry, Biology or related field. Three years of modeling and analyzing data at a high level.
