The Lead Environmental Protection Specialist: Provides technical expertise on Federal Highway Administration (FHWA) policy, procedure guidance on NEPA, and all other laws, regulations, Executive Orders, and directives related to social, economic, and environmental considerations as they relate to efficient and effective delivery of the Federal highway program. Remains current as to recent or emerging changes in order to provide prompt and reliable advice to the division office and the state Department of Transportation on environmental issues which effect the development of highway projects. Reviews and leads in the processing of Environmental Impact Statements (EIS), Environmental Assessments, Categorical Exclusions, and Section 4(f) Evaluations for transportation projects or actions. Provides comments and recommendations regarding environmental documents and prepare necessary program and project correspondence.  Provides technical assistance on lawsuits involving environmental issues and assist in preparing administrative and other legal documents for cases. Provides continual and active liaisons with other state and Federal environmental agencies on project-related environmental concerns and assist in the resolution of comments or concerns regarding these projects.  Demonstrates and promotes new processes, procedures, techniques, and technology to the state, local agencies, and other groups as appropriate.
