NOTE:                 This is a supervisory position.  Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a trial period before their appointment becomes final.  Those who do not satisfactorily complete the trial period will be returned to positions of no lower grade and pay then those they occupied before assuming their supervisory assignment.   NOTE: If this position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.   Provides oversight during initial and extended attack fires, directs fire line activities and tactics of dispersed firefighters, resources, equipment and aircraft.  Provides for follow-up actions to safely and effectively manage wildland fires in accordance with the identified appropriate management response.  Utilizes wildland fire behavior knowledge and firefighting experience and assigns missions to ground and aviation wildland fire suppression resources.  Utilizing knowledge of interagency policies and agreements and makes efficient and effective use of multiple types of interagency wildland fire suppression resources with varying capabilities.  Ensures common communications for interagency resources.  Monitors weather and fire behavior and communicates changes to strategy and tactics.  Transfers command to an upper level Incident Management Team as Necessary. Provides protection for life, property and resources.  Selects strategies and tactics to ensure safe operations for assigned resources.  Recognizes potential hazardous situations and provides operational briefings.  Provides for medical assistance as needed.  Initiates contacts with federal, state and/or local law enforcement.  Performs and supervises employees in: fire prevention, preparedness, detection, resource rehabilitation, mobilization, prescribed fire, aviation operations and training programs.  Assists in developing and revising interagency annual operating plans, annual budget requests, the fire management plan and operating procedures pertaining to wildland fire suppression and prescribed fire.  Assists in wildland fire management planning, coordination and implementation including, but not limited to, fire assistance program coordination, interdisciplinary team participation, NEPA and other compliance document preparation, contracting, fire rehabilitation planning, and fire mitigation measures.  Provides oversight and management for fire facilities within the zone/area. Assists in managing the budget for facility maintenance, supplies, and equipment.  Requests long and short term funding for wildland fire facility maintenance and improvements.  Provides technical and administrative supervision to the unit(s).  Plans and directs overall work to be accomplished by subordinate supervisor(s), sets and adjusts priorities and prepares schedules for completion of work.  Assigns work to subordinate supervisor(s) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of the employees.  Finds ways to improve production and/or increase the quality of work directed.  Negotiates and coordinates work projects with other unit managers and supervisors.  Develops performance standards and evaluates work performance of subordinates.  Advises, counsels, or instructs employees on both work and administrative matters.  Provides leadership and direction to subordinates in the recognition and mitigation of environmental and workplace hazards of the wildland fire environment following applicable laws, policies, and guidelines.  Personal accountability and zero tolerance for unsafe acts are paramount.

A Wildland Firefighter(GS-03 Range/Forestry Aid) is a member of a fire crew; performs assignments as a firefighter in developing a working knowledge of fire suppression and fuels management techniques, practices, and terminology; may assist trained personnel in more specialized assignments such as backfire and burnout, mobile and stationary engine attack; construction of helispots, helitack operations, and performing hover hookups.A Wildland Firefighter(GS-04 Range/Forestry Technician) is a skilled firefighter crew member on engine, helitack, hand crew or fuels crew.  May be assigned to carry out specialized assignments such as tree falling, backfire, and burnout operations; utilizes a variety of specialized tools, equipment and techniques while actively managing wildfires.A Wildland Firefighter (GS-05 Range/Forestry Technician) is a senior wildland firefighter; on either a hand crew, prescribed fire crew, wildland fire engine crew or a helitack crew; gathers and considers information on weather data, topography, fuel types and fire behavior in responding to wildland fire incidents.




Job Title: Fuels Module Leader Range Forestry Technician

Description:
A Fuels Module Leader(GS-06, Lead Range/Forestry Tech), Serves as a leader of a Prescribed Fire/Fuels Module (PFM) crew with a minimum of three crewmembers. The primary misson of a PFM is implementation of fuels treatment projects. Leads crews in all aspects of wildland and prescribed fire operations including preparation, ignition, monitoring, holding mop-up and rehabilitation. Performs hazard fuel reduction projects, which entail thinning and cutting vegetation through use of mechanical means. Serves as a Prescribed Fire Monitor, collecting and evaluation weather, fuels, topography and fire behavior data for prescribed and wildland fires. Serves as Ignition Specialist, Field Observer, Squad Boss, or as a holding or ignition crewmember on wildland and prescribed fires as qualified and assigned.
