Overview
The Wastewater Management Program seeks a Compliance and Enforcement Specialist to join our team. This position will serve as the Program's lead for compliance and enforcement issues in coordination with the Program's technical analysts, wastewater NPDES permittees, and DEC's Environmental Enforcement Officers to protect Vermont's surface waters.
The successful candidate will be responsible for:
- Sampling the wastewater discharges of all Significant Industrial Users permitted under the State's Pretreatment Program each year;
- Investigating wastewater noncompliance issues;
- Supporting the Pretreatment Program to meet annual inspection targets;
- Drafting inspection reports, notices of alleged violations, enforcement referral documents, and compliance procedure documents and citations.
Because issues can occur any time, the person in this role will be expected to mobilize quickly, often the same day, to support noncompliance investigations, including occasional duties outside regular working hours.
The ideal candidate must possess solid technical writing skills, ability to speak effectively in public, including in formal hearings and court proceedings, an understanding of proper operation and maintenance of wastewater treatment systems, knowledge of State and Federal Environmental Regulations applicable to wastewater treatment facilities, experience in collecting wastewater and surface water samples using proper analytical techniques, including using an automatic composite sampler, analyzing samples in the field for parameters such as pH, temperature, turbidity and dissolved oxygen.
This position requires equipment to be used that the candidate must be able to lift and carry 50lbs at times.
As of July 14, 2025, the step 1 rate for pay grade 25 will be $30.92 per hour.
