The environmental scientist would work for the Enforcement and Emergency Response Division (EERD) under the Hazardous Waste Management Program. The Hazardous Waste Management Program ensures safe management of hazardous waste. EERD environmental scientists ensure safe management by inspecting and, if warranted, enforcing on facilities to ensure compliance with hazardous waste management requirements.

As an Environmental Scientist you will have the opportunity to:

  • Plan, organize, and initiate field inspection and investigation related activities including, but not limited to: evaluating material process flow diagrams and piping and instrumentation diagrams in assessing the generation of hazardous waste and adequacy of storage and treatment systems and disposal practices; tank integrity assessments and certifications (including secondary containment structures); waste determinations and analytical results, recycling methods, and land disposal restriction data, and the interpretation thereof; compliance with air emission standards for process vents and equipment leaks from process vents and air emissions for tanks, surface impoundments and containers; and compliance with state and federal exemptions and exclusions regarding hazardous waste
  • Gather and maintain documentary, photographic, and sample evidence in determining inspection findings
  • Collect and transport samples as needed to DTSCs Environmental Chemistry Laboratories or contract laboratories. Assists in maintaining supplies and equipment needed for sampling
  • Participate in settlement negotiations of enforcement cases and, when necessary, represents DTSC in the pursuit of administrative, civil, and criminal enforcement actions
  • Prepare penalty matrices and rationale for evaluation and ultimately for enforcement referral to DTSCs Office of Legal Affairs, the Office of the Attorney General, or the local City and/or County District Attorney
  • Coordinates case development with prosecuting attorneys and related agency staff

Desirable Qualifications We Look For:

  • Education and/or experience in the environmental or public health field; or Experience in working with complex sensitive projects
  • Hazardous materials, waste inspection, or enforcement experience
  • Ability to read and understand statutory and regulatory requirements
  • Strong writing and communication skills
  • Able to travel around the state of California to conduct facility inspections
  • Experience in technical report writing
