Main Purpose of Job

The Natural Resources Planner I is anentry-level position that will perform compliance monitoring of public drinkingwater facilities in a regionally assigned area of the State. The incumbent inthis position will generate environmental monitoring data used to determine afacility's compliance with Maryland regulations, as well as compliance with theregulations established under the Environmental Protection Agency's (U.S. EPA)Safe Drinking Water Act (SDWA). The data collected at these permitted sites willbe used by MDE's regulatory authorities in the Water and Science Administration(WSA) to enforce permit requirements and regulate Maryland's drinking waterfacilities to ensure maximum contaminant levels (MCLs) are not exceeded.

The incumbent will also performvarious activities to assess and report the condition of shellfish harvestingwaters of the Chesapeake Bay. This includes the inspection, evaluation, andidentification of environmental impacts from point and non-point pollutionsources affecting tidal and non-tidal waters. Inspections are conducted toidentify actual or potential environmental impacts, including, but not limitedto, improper animal waste practices, failing on-site wastewater treatmentdisposal systems, petroleum violations, and sediment/nutrient loading. Theincumbent will carry out inspections to determine and enforce compliance withpermit and license requirements and local, State, and Federal environmentallaws and regulations. The incumbent will also assist in monitoring Maryland'sshellfish harvesting waters by gathering physical, chemical, andbacteriological data in designated rivers, bays, and estuaries. This dataassists MDE's Public Health Section in making regulatory decisions and supportsregulatory mandates necessary for Maryland's continued Federal Food and DrugAdministration (FDA) certification as a nationally approved shellfish exportingstate.

The incumbent of this position must perform work in all weatherconditions.

The work involves potential exposure to many hazards, including (but notlimited to) contact with chemicals used for sample preservation and watertreatment processes, entry into confined spaces, proximity to loud machinery,as well as many natural and traveling hazards.

The incumbent will also be required to climb ladders and lift heavycoolers containing samples and ice.

The incumbent is required to wear protective equipment such as hard hats,latex surgical gloves, protective clothing, goggles for eye protection, andsunscreen as needed.

The incumbent in thisposition will be required to drive a State vehicle. If you maintain an out-of-statedriving license, you must provide a certified copy of your driving record forthe appropriate Motor Vehicle Administration at the time of appointment.Individuals must maintain a driver's license with no more than 5 points ontheir driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: A Bachelors degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: None.

Notes:

1. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.
