Specific Responsibilities:
This is an Environmental Specialist II position performing a range of assignments independently under the supervision of an Environmental Manager-SES. This position involves specialized and professional work in environmental health programs including Air, Hazardous Waste and Asbestos, requiring coordination with other state and federal agencies. Develop partnerships with agencies and business that could be involved with radon risk reduction; collaborate with other agencies and organizations to incorporate lead poisoning and radon risk educational information into other health, housing, and community services to reach high risk families; participate in outreach activities; data management; consult with public and private health care providers and laboratories; Assist other specialists in the program to address indoor air quality problems in their regulated facilities. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions.
This position is designated as a sensitive position and the position is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to the Health Management System (HMS) for Daily Activity Record (DAR). Enters and updates information in Environmental Health (EH) database including inspections, permits, customer, and billing information. May view, update and release information as needed.
Inspects asbestos renovation and demolition activities under the direction of the Environmental Manager and the Florida Department of Environmental Protection. Implements policies and procedures established by the Florida Department of Environmental Protection (FDEP) and ensures all asbestos commitments specified in the work plan associated with the U.S. Environmental Protection Agency (EPA) 105 Grant are fulfilled. Processes asbestos demolition and renovation notifications. Conducts inspections of asbestos and inputs results into the FDEP asbestos database system. Maintains searchable archive list files. Assists the Environmental Manager with asbestos enforcement activities initiated from assigned notifications or inspections.
Inspects hazardous waste generators with current Federal, State and County rules and regulations; makes field interpretations and decisions for compliance and permit conditions. Coordinates with local fire departments and environmental agencies to develop and maintain a current list of all toxic and hazardous waste substances utilized in Palm Beach County.
Performs inspections of minor sources of air pollution to determine compliance with regulations and permit requirements; prepares detailed reports; enters inspection results and report reviews into the FDEP databases system according to established protocol.
Investigates citizen complaints related to air pollution and hazardous waste according to established policies and procedures. Logs and updates complaints received. Refers unauthorized asbestos demolition and renovation activity to the asbestos coordinator.
Provides consultation and assistance on indoor air quality matters for the residents of this county. Contributes to the procurement of and maintenance of an indoor air quality library, assists in the development of educational materials, and disseminates indoor air quality information to the public.
Performs radon awareness and safety outreach. Compiles annual report summarizing and detailing activities performed during the year for submittal to the Department of Health Radon Program in Tallahassee. Prepares the grant application and monitors the Radon grant requirements. Proctors examination for the Radon Measurement Specialists and Technician Certification, as required by the DOH Tallahassee office.
Participate in the standard activities: Outreach, Suggestions, and/or Teamwork.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of air monitoring instrumentation, computers and data management systems
- Knowledge of terminology, principles and analytical techniques of the physical or natural sciences
- Ability to operate and maintain scientific instruments utilized for monitoring environmental parameters
- Ability to understand and apply applicable rules, regulations, policies and procedures related to the quality assurance aspects of an environmental program.
- Working knowledge of statistical techniques to determine the accuracy and reliability of data
- Ability to work independently, solves problems, and makes decisions.
- Ability to communicate effectively.
Qualifications:
Licensure/registration/certification requirements:
- A Bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering or planning; or A Master's degree from an accredited college or university in one of the physical or natural sciences or engineering; or A Doctorate from an accredited college or university in one of the physical or natural sciences or engineering Per Chapter 386 F.S. Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, emergency operations center, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Valid Drivers License
- Hard hat and steel-toe safety boots are required for this position.
- Must be able to lift to fifty pounds (50 lbs) and carry 15 ft or more for transporting equipment and supplies to our sites.
