Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under the direction of the Program Manager II, the incumbent independently performs a variety of complex consultative and analytical activities and assignments in the development, and implementation of the Departments Health and Safety Program.

Health and Safety Officer:

Independently research, interpret, and apply Federal, State, and local regulations and Department policies and procedures addressing occupational health and safety issues to provide consultation and respond to questions from Department staff on an ongoing basis.

Prepare reports and make recommendations to management on health, safety standards, and wellness trends impacting the workplace.

Emergency Management:

Assist in the designing, developing, facilitating, and providing online and in-person SEMS and ICS training to the Executive and CDFA staff.

Assist in the development and maintenance of emergency plans required by the California Governors Office of Emergency Services (Cal OES).

Training /Wellness Committee:

Coordinate and facilitate Health and Safety/Wellness Committee (HSW) meetings according to Department policy and in accordance with the Health and Safety Wellness Committee bylaws.

Advise Department staff on safety practices, monitoring and reporting in the workplace and encourage engagement in Department health and safety programs.

Technical Services:

Provide consultative services to support the Human Resources Branchs Disability Management Unit and meet regularly with State Compensation Insurance Fund Loss Control Specialist.

Prepares written annual Asbestos Notification and ensure the notification is posted in all department buildings as required.

Department Representative:

Serve as the Departments representative and subject matter expert with State agencies, other government agencies, and the public in communications related to health and safety matters.

Represent the Department during audits, investigations, complaints, and prepare and carry out corrective action plans.

Miscellaneous Duties:

Perform other job-related duties as requested by supervisor.

Maintain emergency evacuation procedures and other related documents and facilitate related training and drills.

Working Conditions

The duties of this position are conducted indoors approximately 90% of the time. The incumbent has an office at the Headquarters location; equipped with standard office furnishings, computer, cell phone with voicemail and stationary filing drawers.

Travel by State vehicle or other forms of public transportation to various locations throughout the State.

Regular or recurring telework may occur as part of the incumbents ongoing regular schedule in accordance with CDFAs Telework Policy.
